The activists said in the petition that they had not seen any examinations that would exclude the disastrous consequences of the Tri Vulkana Park’s construction. They worry that this land will no longer belong to the Kamchatka Territory after the resort’s construction. The territory is handed over to private investors, who can close it to local residents.

According to the petition’s authors, local scientists developed an eco-park project near the volcanoes Mutnovsky, Vilyuchinsky, Gorely in 2008. However, the authorities rejected it. The social activists demand stopping the construction of the park and communications to it before a full study of the project and its impact on the environment, providing them with expertise, and including environmentalists in the construction’s coordination board.

Tri Vulkana involves the construction of hotels, a ski resort, glampings, and a passenger seaport. The total cost of the work is 39 billion rubles, 24 billion being government investments.

There are examples of eco-activists’ successful fight with government and business in Russia. In 2020, residents of Arkhangelsk Oblast and the Komi Republic managed to stop the construction of a landfill near the Shies Railway Station. The Arkhangelsk authorities abandoned the project after two years of local activists’ protests.
