Bezrukikh’s first deputy, Vasily Gordeyev, also stepped down from his position. Four members of the FSIN in Rostov were fired, and another 16 were subjected to disciplinary actions.

On June 16, six inmates accused of terrorism took hostages: Alexander Bogma, the chief of the operational control of the FSIN in Rostov Oblast, and inspector Viktor Konchakov. The terrorists claimed allegiance to ISIS*.

The perpetrators demanded a car, weapons, and the opportunity to leave the pre-trial detention center. Negotiations failed, and a special forces unit eliminated five inmates during the storming. Daniil Kamnev, the surviving attacker, told investigators that they had purchased knives from employees of the surveillance service for 3,000-5,000 rubles.

Less than a week before the attack, the security service of pre-trial detention center No. 1 was praised on the social media of the FSIN in Rostov Oblast. It has been recognized as the best in the region for several years in a row.
