The court fined Viktor Vorobyov, a member of the State Council of the Komi Republic, who is also included on the foreign agents list, 100 thousand rubles for a video against the military operations in Ukraine. The police filed a report against him for “abusing the freedom of mass information.” Vorobyov's defense demanded linguistic expertise of his video message, which the court denied and ruled the deputy guilty. On February 28, 2022, Vorobyov posted the video on his VKontakte social network page.

"This war will bring nothing but blood, tears, and poverty to the peoples of Russia and Ukraine. I strongly condemn the aggression of the Russian army against Ukraine," he said.

In March, Vorobyov requested information about the possible presence of conscripts from Komi in Ukraine. In early April, he was declared a foreign agent. He became the first elected member of a legislative assembly with this status in Russia.

Vorobyov is not the only elected official who spoke out against the military action in Ukraine. Nina Belyaeva, a former municipality councilor from Voronezh, condemned the actions of the Russian army at a district council meeting. Later, she left Russia. Two criminal cases were opened against her, for fakes about the army and inciting terrorism.

Alexei Gorinov, a municipal representative from Moscow, was sentenced to 6 years and 11 months in prison. He said the word "war" at a municipal council meeting and called for a minute of silence in memory of Ukrainians killed in the war.
