On May 26, 2023, the Ministry of Justice included both the Council and its leader, Olga Tsukanova, in the register of foreign agents. Two months later, Tsukanova released a statement through the association's channel.В 

“We cannot function with this stigma. Russian mothers and wives are not foreign agents. Their sons and husbands serve in the Russian army defending the nation,” she wrote.

The Mothers and Wives Council was formed in response to the mobilization in September 2022. The association published videos featuring Russian women expressing their grievances related to the mobilization process. Wives and mothers organized campaigns against the potential use of nuclear weapons, the new law on summonses, and the deployment of conscripts near the border. Olga Tsukanova reported pressure and surveillance from Russian authorities.

Being labeled as a foreign agent often leads to the closure of socially beneficial projects. For instance, the independent Krasnodar Center for contemporary art "Tipografiya," the Arkhangelsk eco-movement "42," and the "Sakhalin Ecological Watch" were forced to shut down because of their new status. In March, the human rights project "Legal Initiative" closed its office in Ingushetia after being declared a foreign agent. The LGBT Center "Action" also announced its decision to cease operations after being included in the Ministry of Justice's register.
