In 2023, composer Prokhor Protasov, the author of the Kirov anthem, received a five-year prison sentence for disseminating false information about the army; he had been charged based on his social media posts regarding the mass deaths in Bucha and Kremenchuk.
Following the sentencing, the Kirov administration's press service stated that the City Duma had not designated Protasov's anthem as an "official symbol". However, in 2015, when Protasov won a competition for the best anthem of the city, the press service referred to his work as the "official musical symbol of Kirov". It was played during festive occasions.
Protasov has been sentenced twice in the same case. In February 2023, he was charged with spreading false information about the army following his social media posts about a missile strike on a shopping center in Kremenchuk and the deaths in Bucha. On VKontakte, a social networking site, he shared publications from Meduza and Present Time. The court initially sentenced him to five years in prison.
However, the regional court overturned the sentence due to "significant legal violations" during the initial hearings, and the case was sent back for reconsideration. In June, the court sentenced the musician for a second time.
Currently, Protasov is teaching in Canada.
