The Syktyvkar City Court appointed 12 days of administrative arrest to activist and RAS employee Grigory Kablis on March 3. On February 24, he participated in a meeting against the war with Ukraine in Stefanovskaya Square of the capital of Komi. He was accused of the repeated commission of an administrative offense (Part 8 of Article 20.2 of the Administrative Code). Lawyer Ernest Mezak appealed the court's decision.

The judge regarded the rally as a violation of the ban on public actions in Stefanovskaya Square. The Mayor's office had banned protests in it because of the need to ensure the work of the Constitutional and Commercial Courts of Komi. They work in the buildings of the Komi State Council and Syktyvkar Post Office in the square. In 2019, the ECHR, upon Kablis' complaint, recognized the ban as a violation of the right to freedom of assembly (Article 11 of the European Convention on Human Rights).

According to the OVD-Info Project*, the police detained about 8.1 thousand Russians who took part in anti-war actions during the eight days of the war in Ukraine.

Courts imposed fines totaling 750 thousand rubles and 281 days of arrest on activists on the first day alone.
