The office of the human rights ombudsman received over 1,000 search requests for missing people. Russian authorities believe that they were forcibly removed from Kursk Oblast after the beginning of Ukraine’s incursion.
When talking to TASS, Tatiana Moskalkova claimed that over 40,000 individuals refused to leave their homes in Kursk Oblast or have already returned. The number of those evacuated is estimated at 112,000.
According to Moskalkova, since 2022, 398 individuals from Kursk, Belgorod, and Bryansk regions have been killed and 1,157 injured due to the AFU attacks.

According to the data of the Russian authorities, as of September 2024, 1,300 civilians remained in the Ukraine-occupied settlements of Sudzhansky District. Their families have urged Russia and Ukraine to negotiate their evacuation, but the Kremlin claimed not to have received such a request.
