On October 19, owners of garages in one of Perm's neighborhoods discovered that they were unable to access them. Notices posted by the police on the welded doors prohibited breaking into the garages. This was explained as a security measure before the "Russia, a Sports Nation" forum.
The forum opened on October 19 with Vladimir Putin coming to Perm a day earlier to take part in the event. Prior to his arrival, the streets in the city had been blocked and speed bumps removed.
