During an extraordinary session of the Novosibirsk City Council on November 13, all 39 attending deputies voted to revoke the powers of Svetlana Kaverzina and Anton Kartavin. They were replaced by two members of the United Russia party, Alexey Mikhailov and Dmitry Chervov.

Kaverzina expressed concern, stating that "these are not deputies who will care about people." She intends to remain in Russia and continue her civic and political work.

"The foreign agents law is written in such a way that anyone can be added to the register, but it’s impossible to be removed from it. This is why we were prepared to lose our powers; my main concern was for the voters, who will be the ones most affected," Kaverzina wrote.

In May, the State Duma prohibited foreign agents from participating in elections. The mandate of already elected deputies designated as foreign agents must be revoked unless they are removed from the register within 180 days of the law’s enactment. In October, the Komi State Council voted to revoke the mandate of deputy Viktor Vorobyov, who had also been designated a foreign agent. His powers were officially terminated on November 11.
