"The project has been shelved due to the absence of financing. For obvious reasons, penal colonies are now nearly empty, and the need for construction has diminished,"В Tsydenov elaborated.

He noted that the region initially required a new prison complex because the existing penal colonies and pre-trial detention centers needed repairs.

The planned facility, designed to house 3,000 inmates, was to be built in Ulan-Ude but faced widespread criticism from residents. Over 9,000 signatures were collected in opposition to the project. In December 2023, protesters invited 25 local deputies to discuss the construction plans, but none attended.

Public hearings held in May saw such a large turnout that the venue could not accommodate everyone. Many of those who attended were supporters of the project, and activists suggested that public sector employees had been forced to participate. When concluding the hearings, authorities disregarded the votes of those opposing the construction.
