The bill regulating local governments will be further studied and refined "taking into account the comments received,"Â State Duma Speaker Vyacheslav Volodin reported. The review is now scheduled for 2025.
The initiative, developed by Deputy Pavel Krasheninnikov and Senator Andrey Klishas, was introduced to the State Duma three years ago and was accepted in its first reading in January 2022.
If the law passes, Russia will abolish its two-tier local government system, eliminating city and village councils.
The bill has faced opposition from Rustam Minnikhanov, the head of Tatarstan, who argued that discussing governance systems amid the war is inappropriate. Radiy Khabirov, the head of Bashkortostan, also supported the regions' right to decide whether to abolish village councils. Mikhail Matveev, a State Duma deputy from the Communist Party of the Russian Federation (CPRF), claimed that only one country in the world — Albania — uses a single-tier local government system.
