Lawyer Denis Fyodorov worked with the Shield and Sword Human Rights Organization in 2007 and came to the village of Ibresi in Chuvashia to check a report about the torture of a suspected thief. A police officer from Ibresi suggested that the lawyer could have items stolen by the suspect at home, and the Ibresi District Court authorized this search. During the search, two bracelets, a ring, a car audio and a notebook were found at Fedorov’s and recovered.

The human rights activist appealed the warrant of search, and the Supreme Court of Chuvashia agreed that the need for such a search had contradicted the facts of the criminal case. The search decision was declared illegal, the recovered items were given back, but Russian courts rejected Fyodorov's claim for compensation to the Russian Ministry of Finance.

In May 2019, the Ministry of Internal Affairs of Russia acted to collect 200 thousand rubles from ex-police officer from Mari El Marat Garayev as recovery for losses due to the Ministry having paid a compensation to a man who suffered from beatings.
