Prisoners complained about the lack of healthcare in Penal Colony 16 in the summer of 2019. 25 people with serious diseases and disabilities wrote an open letter to Andrey Chibis, the acting Governor of Murmansk Oblast, in which they called treatment delivery a torture. They reported that due to the lack of paramedics, the health post in the colony existed only on paper, but in fact medical attention was not provided to prisoners, complaints were not recorded and medications were not administered. The Karelian office of the Federal Penitentiary Service, to which the infirmary in Penal Colony 16 is subject, responded that there was no problem with care delivery to prisoners: staff was manned, medical care was delivered fully and there was enough medication.
One of the convicts, Denis Munin, filed a lawsuit against the infirmary. According to him, he was not treated properly for hypertension and hepatitis, so there was a significant deterioration in his condition. On September 25, the Oktyabrsky District Court of Murmansk delivered judgement. It agreed with the prisoner's arguments, having subpoenaed his medical card and having made sure that the actions of doctors did not meet the approved standards. In addition to redress in the amount of 5 thousand rubles, Munin was also assigned a medical check.
According to Novaya Gazeta, other prisoners of Penal Colony 16 filed similar lawsuits as well.
