On November 25, drones struck an oil depot and a factory in the region. Governor Vladislav Shapsha claimed that eight drones were shot down. Videos showing explosions and a fire circulated on Telegram channels.
Ilya Zenov, Deputy Head of the Gubernatorial Administration, vowed to hold all individuals who posted such videos accountable. He stated that the footage had been used by Ukrainian public groups, whose members "wished Kaluga Oblast residents even worse consequences and their swift demise."
Two days later, pro-government blogger Yevgeny Serkin published a post featuring apologies from the video authors on his channel. Two men and a woman explained on camera that they witnessed a drone strike on the oil depot and decided to film and share it. They urged other Russian citizens "not to repeat their mistake."В According to Serkin, reports were drawn up against them.
Fines for filming drones being shot down have been introduced in Kaluga, Kursk, and Leningrad Oblasts, as well as in Adygea and Saint Petersburg. Authorities in Tver and Murmansk Oblasts have also announced plans to penalize residents for similar actions.
